Minutes of the Planning Committee held at the Parish Hall, Victoria Place,

Brightlingsea, Essex on

Thursday 10th June 2021 at 6.30 p.m.

Councillor Smith opened the meeting, and welcomed everyone.  He stated that Brightlingsea Town Council are only a statutory consultee, and that Tendring District Council are the planning authority.

139. DECLARATION OF DISCLOSABLE PECUNIARY INTERESTS: 

The Chairman reminded Members to declare interests when necessary.

140. TO MAKE RECOMMENDATIONS IN RESPECT OF PLANNING APPLICATIONS SUBMITTED TO TENDRING DISTRICT COUNCIL UP TO AND INCLUDING 10TH JUNE 2021:

The following application had been received by Tendring District Council:

Application No: 21/00194/FUL

Proposal: Expansion and modernisation of facilities to include: redesign of moorings, modernisation of services for mooring holders and visitors, development of shore side vessel services (such as maintenance, haulage, wash down facility and storage), installation of protective dolphin and construction of 90 no. new moorings and 25 no. improved moorings.

Location: Morgan Marine, The Boatyard, Copperas Road, Brightlingsea CO7 0AR

Presentations were then received from:- 

Graham Miller, Jim Lawrence, Andy Harman, Chris Bailey, Roger Tabor, Peter Hickman, Susie Jenkins, Andy Conroy and Tony Curzon Price.

Town Councillors were then given the opportunity to ask questions to the representatives of Morgan Marine.  Much discussion ensued.

Councillor Barry asked that if Tendring District Council are minded to approve, he would like to ‘call in’ the application.  This was agreed.

It was then agreed that the Town Councils comments to the application would be as follows:-

Makes observations on the application – Brightlingsea Town Council fully considered the application and documents relating to it but fundamentally there is a lack of information in allowing us to either support or refuse the application.  For example we consider the EIA to be weak, we also consider that there is no independent verification of the navigation issues, which are obviously controversial.
