014. APOLOGIES FOR ABSENCE:  Councillor Carr.

015. CONFIRMATION OF THE MINUTES OF THE MEETING HELD ON 11TH JUNE 2020:

The Minutes of the meeting held on the 11th June 2020 were approved as a true record of the meeting.

017. TO MAKE RECOMMENDAIONS IN RESPECT OF PLANNING APPLICATIONS SUBMITTED TO TENDRING DISTRICT COUNCIL UP TO AND INCLUDING 9TH JULY 2020:

The following applications had been received by Tendring District Council:

Application No: 20/00596/FUL – Reconfigure first floor rear extension and construct two storey side timber built extension to create additional rooms and new kitchen on ground floor with improved access to building and rear garden.  Demolish steel access stair and balcony and build internal improved access stairway – Colts House, Folkards Lane, Brightlingsea

018. TO NOTE THE FOLLOWING APPLICATIONS WHICH ARE FOR ‘INFORMATION ONLY’.

Application No:  20/00636/CMTR- Pre-application advice for the demolition of the existing caretakers house and modular store, erection of a two storey standalone extension including 12 classrooms with ancillary accommodation and construction of an external corridor to the existing school to create a 1500 place secondary school place secondary school with a sixth form – The Colne Community School, Church Road, Brightlingsea

This application was noted.

Application No: 20/00686/AGRIC – Proposed excavation of approx.. 1.7ha grassland to depth of approx.. 4m and creation of bund surrounding excavation site using spoil to a height of approx.. 3m (total depth 7m) for use as a winter storage reservoir for agricultural purposes – Land North of Lower Farm, Lower Farm Lane, Brightlingsea

This application was noted.

A discussion took place on ‘for information only’ applications, and it was agreed that Councillor Barry would contact the Planning Department at Tendring District Council to clarify the criteria of ‘for information only’ applications.

The Town Clerk read out an extract from the letters received from Tendring District Council, stating:-

“Please note, this is not a formal application for planning permission, but the applicant is obliged by relevant planning legislation to notify the Local Planning Authority of the proposed works detailed above.  As this is only a notification to the Local Planning Authority no comments are required from the Parish/Town Council.”

Councillor Howard mentioned the application for the Colne Community School, and advised members that there is a consultation going on at the moment, and any comments are to be received before 31st July 2020.

Councillor Steady spoke about the Lower Farm application, and that further representation had been made to Tendring District Council’s Planning Committee and Brightlingsea District Councillors by Suzie Jenkins.  A discussion took place.
