F.109 CONFIRMATION OF THE MINUTES OF THE MEETING HELD
ON THE 14TH NOVEMBER 2013:
The Minutes were accepted as a true record of the meeting.
F.110 DECLARATION OF DISCLOSABLE PECUNIARY INTERESTS:
Members were reminded of the requirement to disclose any interest in relation to items on the agenda, when these are discussed.
F.111 INTERNAL AUDIT REPORT 2012/2013:
A copy of the Internal Audit Report for 2012/2013 had been circulated to all members. After discussion it was agreed to accept the report and recommendations contained within.
Recommendation: The Internal Audit Report for 2012/2013 is accepted and recommendations contained within.
F.112 UPDATE ON THE BUDGET 2014/2015 MEETING HELD AT TENDRING DISTRICT COUNCIL ON WEDNESDAY 20TH NOVEMBER 2013:
The Chairman briefed members that both he and the Town Clerk had attended a meeting at Tendring District Council to discuss the budget for 2014/2015. He stated that the grant the Council was to receive from TDC was likely to be 15% less than the amount received for 2013/2014, but this could be offset with the increase in the council tax base.
F.113 2014/2015 Budgets:
The Chairman stated that as the information from Tendring District Council was not available until at least the 10th December, another meeting be arranged to agree the budget for Monday 16th December at 7.30 pm. Agreed.

Brightlingsea Leisure Village – Councillor J Chapman mentioned that there was an article in the East Anglian Daily Times sating that the closed period for Leisure Villages was changing/ceasing. Three residents from Brightlingsea went to speak to Tendring District Council about this and were advised that Tendring District Council would not prosecute if the stayed there during the closed period, and that this is being reviewed with Environmental Services to make it all year round residential use. A decision will be made by April.
Brightlingsea Playcentre – Councillor Steady briefed members that an e-mail had been received from Fenn Wright advising that the rent should be £3,665 a year with a further £500.00 ground rent. Councillor Steady advised that he is looking to revamp the old building.
106 Monies- Councillor Steady reported that TDC are updating their database at the moment so the information is easily accessible to all Town and Parish Councils.
Councillor Steady did highlight that there was still anomalies regarding charges, rents, licences etc.
