Minutes of the Planning Committee held at the Parish Hall, Victoria Place, Brightlingsea, Essex on Thursday 27th October 2011 at 7.00 p.m.

46. CONFIRMATION OF THE MINUTES OF THE MEETING HELD ON 13TH OCTOBER 2011:

The Minutes of the 13th October 2011 are approved as a true record of the meeting.

47. DECLARATION OF PERSONAL & PREJUDICIAL INTERESTS:
 
Prejudicial Interest – Councillors Dixon and Russell on application 11/01141/FUL
Personal Interest – Councillor Russell on applications 11/01133/FUL and 11/01205/FUL and Councillor V Chapman on application 11/01144/FUL.

48. PLANNING APPLICATIONS:

The following applications had been received by Tendring District Council:

Councillor Russell declared a personal interest in the following application.

11/01205/FUL –  Variation of Condition 1 of 11/0928/NMA submitted in conjunction with 07/00895/FUL to seek amendment to approved drawings, drawing 490/03C to be substituted by drawing 490/03D – 10 Chapel Road, Brightlingsea
Recommend Refusal as it is retrospective and the change from that approved which now causes overlooking.  If minded to approve the glass should be opaque.  A Ward Member is to refer this item to the TDC Planning Committee.

Councillor Russell declared a personal interest in the following application.

11/01133/FUL –  Change of use to first floor from Tattoo Studio to Physiotherapy Studio – 24 High Street, Brightlingsea
Recommend Approval, an improvement.

Councillor V Chapman declared personal interest in the following item.  Councillors Russell and Dixon both declared a prejudicial interest in the following item, and left the room whilst discussion took place.  Councillor Edey took the chair.

11/01141/FUL –  Creation of a new memorial garden with associated footpaths and fences.  New gated opening within the boundary wall and associated repairs – Church of All Saints, Church Road, Brightlingsea
Recommend Approval

49. LOCAL DEVELOPMENT FRAMEWORK:

After discussion it was decided that a recommendation for BTC’s response to the current LDF will be made at the next planning meeting for approval by the Full Council at its November meeting.

There being no further business to discuss the Meeting closed at 7.37 p.m.
