Minutes of the Meeting held at the Parish Hall, Victoria Place, Brightlingsea on Thursday 24th May 2012 at 7.45 pm

F.001. APOLOGIES FOR ABSENCE: None received.

F.002. CONFIRMATION OF THE MINUTES OF THE MEETING HELD ON THE 9TH MAY 2012 RECEIVED BY COUNCIL ON THE 17TH MAY 2012:.

The Minutes were accepted as a true record of the meeting.

F.003. DECLARATION OF PERSONAL AND PREJUDICIAL INTERESTS:

Members were reminded of the requirement to disclose any interest in relation to items on the agenda, when these are discussed. 

F.004. SECTION 106 MONIES:
  
Councillor Steady mentioned that there is around £33,000 in S106 monies at Tendring District Council.  After discussion it was proposed by Councillor Russell that the Council bids for the S106 money to extend/improve the facilities at the Bayard Recreation Ground.  Seconded by Councillor Yallop.  Agreed.

Recommendation: The Council bids for the S106 money to extend/improve the facilities at the Bayard Recreation Ground. 

F.005. INSURANCE FOR THE PARISH HALL:

The Chairman briefed members on the hiring of the Parish Hall.  After discussion it was proposed by Councillor Russell that no organisation who has purchased public liability insurance in order to hire the Parish hall has this insurance cost reimbursed.  Seconded by Councillor J Chapman.  Agreed.

Recommendation: No organisation who has purchased public liability insurance in order to hire the Parish hall has this insurance cost reimbursed. 

F.006. BANKING ARRANGMENTS:

The Chairman briefed members that following a discussion with the Internal Auditor the suggestion was made that the Clerk enquires with Barclays about the possibility of having a ‘Charge Card’ with a limit of £250.00.  After discussion it was proposed by Councillor J Chapman that the Clerk makes enquiries with Barclays about a ‘charge card’ however before any amounts can be spent the transaction/order is authorised by a member of the Finance Committee.  Seconded by Councillor Russell.  Agreed.

F.007. INCREASE IN STAFF HOURS:

Councillor J Chapman (Chair of Staff) briefed members that at a recent Staff Meeting it had been discussed about the Lisa increasing her hours, but this would need the agreement of the finance committee.  Also, Liam has passed his Apprenticeship and will be on full time wages from 25th May 2012.  After discussion it was proposed by Councillor J Chapman that Lisa increases her hours from 1st June 2012.  Seconded by Councillor Russell.  Agreed.

Recommendation:  Lisa increases her hours from 1st June 2012.

Councillor Russell declared a personal interest in the following item

F.008. HIRE CHARGE FOR COUNCIL GAZEBO:

After discussion it was proposed by Councillor Goggin that the cost for organisations to hire the Gazebo would be £40.00 deposit, with a refund of £30.00 after the event.  Also the Gazebo would be signed and checked in and out.  Seconded by Councillor J Chapman.  Agreed.

F.009. CLOSE OF MEETING:

There being no further business, the meeting closed at 8.36 pm.
