198. TO APPROVE THE MINUTES OF THE MEETING HELD ON 21ST FEBRUARY 2013 AND CONFIRM AS A CORRECT RECORD:
The Minutes were accepted as a true record.
199. MAYOR’S ANNOUNCMENTS:
Copy of the Mayor’s Announcements is annexed to the Minutes.
The Mayor then mentioned the sad news of the death of Claude Dove – a founding member of the Brightlingsea Museum and, a founding member of the Brightlingsea Society. She also mentioned the death of Tony Bragg, a former Council employee. The Hard and the Town will miss a true Brightlingsea character and it will be sad not hear the worlds ‘alright boy/gal’. Our thoughts are with their families.

201. DECLARATION OF DISCLOSABLE PECUNIARY INTERESTS:
The Mayor reminded Members to declare interests when necessary.
202. TO RECEIVE AND APPROVE THE RECOMMENDATIONS OF THOSE MEMBERS EXAMINING THE ACCOUNTS FOR THE CURRENT PERIOD:
The Payments and Accounts for the period ending February 2013 as shown on the attached appendix) were proposed by Cllr Edey as follows:
General Account Cheque No’s 705501 – 705523in the sum of £12,850.40 for payment
Bank Balances – All Accounts – in the sum of £226,893.59
Employee payments paid for the month of February were £10,790.47
Seconded by Cllr Dion. Agreed.
203. TO RECEIVE AND APPROVE THE MINUTES OF THE FINANCE MEETING HELD ON THE 18TH MARCH 2013 AND TO CONFIRM THE RECOMMENDATIONS THEREIN:
Councillor Block proposed the Minutes are accepted as a true record but with the following amendments:
• The day of the meeting is changed to Monday instead of Thursday
• The 2011 debtors is changed to read that a recorded letter is sent advising to pay or provide a payment plan, within 28 days from the date of the letter, otherwise the Council will take further action.
Seconded by Councillor J Chapman. Agreed.
204. COUNTY COUNCILLOR ROBINSON:
County Councillor Robinson had nothing local to report on.
Councillor Aldridge mentioned the pot holes that are reappearing after being filled. She asked whether the contract that Essex County Council has with Ringway Jacobs is value for money. If not, could you lobby Councillor Derrick Louis.
County Councillor Robinson replied that this is happening right across the Country and has been brought to Councillor Louis’s attention.
He then said that as he is unable to attend the council Meeting in April, this would be his last meeting at Brightlingsea. He said that it has been a privilege to represent Brightlingsea over the past 16 years. He has been able to attend the majority of council meetings, and for the past 10-12 years he has been able to work closer with the council. The Mayor, on behalf of Brightlingsea Town Council, thanked Councillor Robinson for all his work, and wished him well in his retirement.

206. TO RECEIVE THE MINUTES OF THE PLANNING MEETINGS HELD ON 21ST FEBRUARY AND 7TH MARCH 2013 AND TO NOTE PLANNING DECISIONS OF TENDRING DISTRICT COUNCIL:
Councillor Dixon proposed that the recommendations in the Minutes of 21st February and 7th March 2013 be agreed by Council, together with the planning decisions from TDC. Agreed.
207. TO RECEIVE REPORTS SUBMITTED FROM MEMBERS WITH SPECIAL RESPONSIBILITIES:
Further to the written reports:-
Councillor Aldridge – Following the discussion at last months meeting, I have contacted the Colne Community School, and have received copies of e-mails and also copies of the agreements with the Clubs using the ground at Strangers Corner. We will be meeting to discuss further soon.
Still waiting for a Police camera to be installed in a street in Brightlingsea. NAP are looking into this.
Councillor J Chapman – Have been advised that the Registrar has withdrawn its Brightlingsea service to registrar births and deaths. This is due to their computer system but would like the Council to write to them about this.
Councillor V Chapman – Tendring District Council are in the process of tidying the beach.
The Beach Hut Association have advised that dog fouling is bad on the Promenade. Have spoken to Jenny Weaver at TDC and asked for the Dog Warden to come down to try to help solve the problem. Councillor Yallop mentioned the group ‘PUP’ (pick up poo) who she had had a meeting with. She said they are going out in high-viz jackets and highlighting the bad areas.
The Red Cross Hut is being replaced by a porta-cabin, which will be in position for the warden during the summer season.
Councillor Yallop – The magazine Discover Britain for Groups, which had an article on Brightlingsea in it, also had a picture of Brightlingsea on the first page, at no extra cost.
Councillor Steady asked Councillor Aldridge how far the changes to the parking restrictions in the high street have got. He said Clacton have changed from 1 hour to 2 hour. Councillor Aldridge said that this is on a list of works to be completed at Essex County Council. A discussion took place and it was agreed to make this an agenda item for the next meeting. Also the clerk to make contact with Clacton or Colchester to see how they proceeded with the matter.
Councillor Goggin – Is the Town Council interested in running swimming races or regatta at the pool during the Regatta weekend? After discussion it was agreed that Councillor Dixon would ask the Lions or Rotary Club if they would like to arrange this, and he would liaise with Councillor Mann about the Gala.
208. TO RECEIVE REPORTS SUBMITTED FROM MEMBER REPRESENTATIVES ON OUTSIDE BODIES:
There was nothing to add to these reports.
209. TO RECEIVE REPORTS SUBMITTED FROM DISTRICT COUNCILLORS:
Councillor Goggin handed out a report on the Tendring New Homes Bonus scheme. He said that it is a 6 year scheme which started in 2011/2012.
Councillor Aldridge asked Councillor J Chapman about her report. She asked for an idea of the pay scales. Councillor Chapman said that the staff are governed by the NJC scales, and if the wage increase is passed in October, it would bring the first scale point to under the national pay limit.
210. TO RECEIVE THE TOWN CLERK’S REPORT:
2.1 – Agreed the Coastal Rowing Club could launch their boats, without incurring the normal fee for its Big Gig Festival Days on 13/14th April. Also agreed a marquee can be erected on the Hard for stall holders.
2.2 – Agreed the Brightlingsea Carnival Association can use the Bayard Recreation Ground for its Carnival on 15th June 2013.
2.3 – Agreed that Councillor Yallop would be nominated for the Tendring District Council Tourism Champion
2.4 – Agreed that the council have no problems with the road closures for the Music Festival.
2.5 – Unfortunately the Town Council can not help with regards to funding, but suggest they contact the Edward Sycamore fund.
2.6 – This item was moved to Part B of the meeting.
211. MOTION TO EXCLUDE THE PUBLIC IN ACCORDANCE WITH THE PUBLIC BODIES (ADMISSION TO MEETINGS) ACT 1960 – To discuss the following:
(a) To receive the Part B Minutes from the Council meeting held on 21st February 2013 and confirm as a correct record
