Minutes of the Council Meeting held at The Parish Hall, Victoria Place, Brightlingsea on:

The Mayor welcomed Julie Turner to the meeting, who would be using sign language during the meeting.
52. APOLOGIES FOR ABSENCE: None received.
53. TO APPROVE THE MINUTES OF THE MEETING HELD ON 16TH JULY 2009 AND CONFIRM AS A CORRECT RECORD:
The Minutes were accepted as a true record.
54. MAYOR’S ANNOUNCMENTS:
A copy of the Mayor’s Announcements is annexed to the Minutes.
55. QUESTIONS UNDER SO 10(2):
56. DECLARATION OF PERSONAL AND PREJUDICIAL INTERESTS:
The Mayor reminded Members to declare interests when necessary.
57. MOTION TO COUNCIL UNDER STANDING ORDER 7
Cllr Russell proposed that “this meeting instructs the Finance Committee to look at Council’s Standing Orders as a matter of some urgency in order to bring current practice into line with Standing Orders for the conduct of meetings”. Seconded by Cllr Dixon.
58. TO RECEIVE AND APPROVE THE RECOMMENDATIONS OF THOSE MEMBERS EXAMINING THE ACCOUNTS FOR THE CURRENT PERIOD:
The accounts for the period ending July 2009 were proposed by Cllr Holding as follows:
General Account – Cheques Nos 704372 – 704389 in the sum of £5,283.79 for payment
Bank Balances – All Accounts – in the sum of £247,995.69
Salaries paid for the month of July were £8,940.58
59. COUNTY COUNCILLOR ROBINSON:
County Councillor Robinson reported on the following local issues:
• Been dealing with Cllr Aldridge over an issue of parking in New Street when the restrictions are implemented. Unfortunately will become a matter for the TDC enforcement team.
• Flooding in Church Road – a new pipe has been fitted to help solve the problem, however when came into town the other day, the other side of the road was still flooded. This is down to the land owner to clear the ditch.
• The cycle path down Church Hill is full of weeds and brambles. This has been reported to Essex County Council and should be cleared within the next two weeks.

61. TO RECEIVE THE MINUTES OF THE PLANNING MEETINGS HELD ON 23RD JULY AND 6TH AUGUST 2009 AND TO NOTE PLANNING DECISIONS OF TENDRING DISTRICT COUNCIL:
Cllr Dixon proposed that the recommendations in the Minutes of 23rd July and 6th August 2009 be agreed by Council, together with the planning decisions from TDC. Agreed.
Cllr Dixon then spoke about the planning refusal for the DONG Wind UK building and that the decision is not consistent. (Cllr Yallop declared an interest in this building).
Cllr Beckwith said that it would be a good idea if Tendring District Council Planning Officers could come to talk to Brightlingsea about applications in general. Cllr Dixon said he would be organising this.
62. TO RECEIVE REPORTS SUBMITTED FROM MEMBERS WITH SPECIAL RESPONSIBILITIES:
Further to the written reports:-
Cllr Aldridge – MSR for Highways and Transport – Had a meeting with the police and they are happy to put their name on the joint leaflet that is being prepared. This is a joint venture between Brightlingsea Town Council, Tendring District Council and the Police.
When the Restricted Parking in the High Street goes in, it will not be policed as there is not enough resources.
Gypsies – Would have been nice to have been kept information over the e-mail, but nothing was received. The Mayor said that she did phone everyone, and did try phoning Cllr Aldridge.
Cllr Yallop asked Cllr Aldridge if she was aware of an incident with a Cedrics Bus and a car, and the bus driver just drove off. The police were informed.
Cllr Beckwith – MSR for the Hard – Nothing further to report.
Cllr J Chapman – MSR for Welfare and Services for the Elderly – Nothing further to report. Cllr Block asked if the name change went through at the Family Support AGM. Cllr Chapman replied no, the committee have gone back to consult with its members. Colin Olivier has resigned completely from Family Support.
Cllr V Chapman – MSR for the Western Promenade – Tendring District Council are not aware that the boot sales are busy and the toilets may be used more on these dates. Attended a seminar on Business’s at Kingscliff Hotel.
Cllr Block said that there is 6 months left on the agreement for the car parks, and meetings need arranging with TDC in the near future.
Cllr Yallop said that herself and Cllr Beckwith spent 2 ½ hours clearing away rubbish from the Promenade on the day of the Music Festival. Yesterday was the hottest day of the year yet the seafront warden was not on duty, and the blue flag was not flying. Also the toilets were in a disgusting state. Cllr Chapman said that the toilets were being cleaned by a new company, and would investigate all matters further.
Cllr Goggin – MSR for Regeneration and Web-Site – Nothing further to report.
Cllr Holding – MSR for Footpaths and Open Spaces – Thanked Cllr Beckwith for her help with the new PPP newsletter.
Cllr G Mann – MSR for the Swimming Pool – Have asked TDC for figures etc on the pool, but we are still waiting for their reply.
Cllr Russell– MSR for Grants – Nothing further to report.
Cllr Steady – MSR for Allotments and Amenity Areas and Youth – Held discussions with the groups on the Recreation Ground re leases. However, when people realise what responsibility comes with the lease they change their mind.
Cllr Yallop – MSR for Tourism – Reminded members that the Past & Present Day is being held on Saturday 29th August. Cllr Russell thanked Cllr Yallop for all her hard work in preparing for the day.
63. TO RECEIVE REPORTS SUBMITTED FROM MEMBER REPRESENTATIVES ON OUTSIDE BODIES:
Cllr J Aldridge– The Smack Preservation Society would like to take down their small shed, and put up an open structure, to enable work to carry on and people not to get wet. Cllr Holding suggested they speak to Tendring District Council first.
Also they would like the concrete step at the entrance to the dock lowered to make a ramp. Cllr Block said this would also come under the planning application.
Cllr Dixon said this is a good idea, and the Town Council should give its support. Agreed.
Cllr V Chapman – In consultation with TDC about the sheds in the car park. They are still waiting for a report, and trying to sort costs out etc.
64. TO RECEIVE REPORTS SUBMITTED FROM DISTRICT COUNCILLORS:
Cllr V Chapman – Nothing further to report.
Cllr Steady spoke about the cut in leisure facilities, and that when Peter Haliday attended our Council Meeting he made certain statements which he has not kept. He also spoke about TDC’s Tourism Plan, and had asked TDC Cllr Guglielmi where Brightlingsea was included on this plan. He was assured by that Brightlingsea would be included. A discussion then took place on various issues.
Cllr Beckwith asked wither Tendring District Council listen to Brightlingsea Town Council or only the TDC Cllrs. Cllr Goggin replied that all three TDC Cllrs work for Brightlingsea as a whole.
65. TO RECEIVE THE SECRETARY’S REPORT:
2.1. Cllr Holding asked that when a reply is sent could we mention that Well Street is only cleared once a month, and this doesn’t always happen.
2.2. Agreed a donation of £100 would be made from the Mayors allowance.
2.3 Agreed that as a Council we are unable to give grants to businesses or for running costs. Suggest we ask Terry Hamilton to look at which grants they could apply for.
