148. APOLOGIES FOR ABSENCE: Councillors Beckwith and Steady.
149. TO APPROVE THE MINUTES OF THE MEETING HELD ON THE 16TH DECEMBER 2010 AND CONFIRM AS A CORRECT RECORD:
The Minutes were accepted as a true record.
150. MAYORS ANNOUNCEMENTS:
Copy of the Mayor’s Announcements is annexed to the Minutes.
151. QUESTIONS UNDER SO 10(2):
No questions had been received.
152. DECLARATION OF PERSONAL & PREJUDICIAL INTERESTS:
The Mayor reminded Members to declare interests when necessary.
153. TO RECEIVE AND APPROVE THE RECOMMENDATIONS OF THOSE MEMBERS EXAMINING THE ACCOUTS FOR THE CURRENT PERIOD:
The Payments and Accounts for the period ending December 2010 (as shown on the attached appendix) were proposed by Councillor Russell as follows:
General Account Cheque Numbers 704787 to 704808 in the sum of £12,391.32 for payment
Bank Balances – All Accounts – In the sum of £269,641.80
Employee payments paid for the month of December were £8,701.16
Seconded by Councillor Mann. Agreed
Councillors then asked questions on cheque numbers 704803 and 704800. Cllr Russell replied accordingly.
154. COUNTY COUNCILLOR ROBINSON:
County Councillor Robinson reported on two local issues:
• EWD are looking to extend its tonnage due to new Environmental Issues. If anyone has any objections please let him know.
• Have received complaints about the work being carried out along the Railway line.
Councillor Holding said that this work is being carried out by the Environment Agency.
Councillor Aldridge asked County Councillor Robinson is he knew anything about the on-street parking being taken over by Colchester Borough Council. County Councillor Robinson replied that he did not know anything about this, but suggested Councillor Aldridge writes to him with all the details and he would take it to the relevant department at County Hall.
Councillors then asked questions about the condition of the pot holes in the Town. County Councillor Robinson replied that the Council will have to keep reporting the problems. Councillor Aldridge asked who the contact is to ask if we can fill in the pot holes ourselves. County Councillor Robinson replied Councillor Hume.
155. TO RECEIVE QUESTIONS FROM THE PUBLIC:

156. TO RECEIVE THE MINUTES OF THE PLANNING MEETING HELD ON THE 22ND DECEMBER 2010 AND 6TH JANUARY 2011 AND NOTE PLANNING DECISIONS OF TENDRING DISTRICT COUNCIL:
Councillor Dixon proposed that the recommendations in the Minutes of the 22nd December 2010 and 6th January 2011 be agreed by Council, together with the planning decisions from TDC. Seconded by Councillor Russell. Agreed.
Councillor V Chapman mentioned the application for Albert Road and that this was already down for refusal.
157. SEALING OF LEASE RELATING TO LAND AT THE BOAT PARK, BRIGHTLINGSEA, ESSEX (CYC):
Councillor Goggin declared a personal interest in this item.
The Mayor briefed Members that at the last meeting Councillor Steady had requested that every member receives a copy of the amended lease, prior to signing. This had therefore been circulated to all. It was then proposed by Councillor Goggin and seconded by Councillor Block that the document is sealed and signed. Agreed.
The Mayor then sealed and signed the document.
158. TO RECEIVE REPORTS SUBMITTED FROM MEMBERS WITH SPECIAL RESPONSIBILITIES:
Councillor Aldridge – On the 7th March 2011 a new bus service to Clacton will begin. It will be running 3 times a day, 4 times in the school holidays, but not on Saturdays.
Councillor V Chapman asked about pot holes in Sydney Street, and also an issue on the Considerate Parking Initiative. Councillor Aldridge replied that pot holes have to be 2 inches deep before they are filled in.
Councillor Block – We have looked into the logistics of The Big Lottery Fund, and unfortunately Brightlingsea does not qualify for funding.
Councillor J Chapman – Have been liaising with organisers of the Digital Changeover and they are prepared to come down to an open morning in April to help fill out forms and etc.
Councillor V Chapman – Attended the Christmas Day lunch in Clacton. Surprised to see four people from Brightlingsea attending.
Patching work on the Promenade will take place later this month.
Liaising with Officers at Tendring District Council about the staff being able to issue FPN.
Councillor Goggin – Intend are looking into the possibility of making Harwich a ‘Wind Port’.
Councillor Holding – Back Waterside Lane – The road sign at the Hurst Green end of the lane is likely to be repositioned further down the lane.
Councillor Mann – There has been a lot of controversy with TDC recently over the pool, however following many phone calls and meetings TDC have agreed to pay for:- new boards all around the pool, 400 metres of slabing and re-pointed properly, showers (male and female), toilets, new doors and furniture to be replaced, carry out the normal work – painting, boiler etc., new deck chairs, brick work to boiler room. Out of my budget I will ensure the front is rendered and painted. We are still going to have the £90,000 – and all other major works will be carried out at the end of the season. Hot water cylinders and new filters are included in this money.
Councillor Russell mentioned that the Jog-Walk-Run is going to take place this year, starting at All Saints Church and finishing at the Swimming Pool.
Councillor Yallop – Nothing further to add.
159. TO RECEIVE REPORTS SUBMITTED FROM MEMBER REPRESENTATIVES ON OUTSIDE BODIES:
Councillor Goggin – The Christmas and New Year opening at the Sports Centre went well. We have a JCC meeting on Monday, and if anyone has any comments please let me know.
Councillor V Chapman – Has a copy of the Minerals CD. If anyone has any views, even though it is not in Brightlingsea, they should submit them.
Councillor J Chapman – Following the recent Police Meeting, a press release has been issued. Alison Newcombe said that the Police and Council would issue a joint press release but the Council have not been involved.
160. TO RECEIVE REPORTS SUBMITTED FROM DISTRICT COUNCILLORS:
Councillor Goggin – Councillor Peter Halliday has to make £1M savings. The new Chief Executive is looking at the Management structure. They are looking at producing no paper for Council meetings as it costs £100,000 a year to produce paper copies of minutes and agendas.
161. TO RECEIVE THE TOWN CLERKS REPORT AND DETERMINE ACTIONS REQUIRED:
The report was noted.
Councillor J Chapman spoke about a document that had just been received by the office, from the NHS – Family Health Services – regarding an application for a new pharmacist. A discussion took place and it was agreed to make this an agenda item at the next meeting.
162. MOTION TO EXCLUDE THE PUBLIC IN ACCORDANCE WITH THE PUBLIC BODIES (ADMISSION TO MEETINGS) ACT 1960 – To discuss the following:
(a) To approve the Part B Minutes from the Council meeting held on the 16th December 2010 and confirm as a correct record.
(b) Property Update
