- TO APPROVE THE MINUTES OF THE MEETING HELD ON 15TH MARCH 2018 AND CONFIRM AS A CORRECT RECORD:
The Minutes were accepted as a true record.
- MAYORS ANNOUNCEMENTS:
A copy of the Mayors Announcements are annexed to the minutes.
The Mayor highlighted that he had visited the oldest resident of Brightlingsea on her 103rd Birthday. He also reminded members of the Anzac Memorial Dedication Service taking place on Saturday 28th April at 2pm at the War Memorial.

The Mayor reminded Members to declare interests when necessary.
- TO RECEIVE AND APPROVE THE RECOMMENDATIONS OF THOSE MEMBERS EXAMINING THE ACCOUNTS FOR THE CURRENT PERIOD:
The Payments and Accounts for the period ending March 2018 (as shown on the attached appendix) were proposed by Councillor Steady as follows:
General Account Cheque No’s 706942 – 706976 in the sum of £45,850.04 for payment.
Bank Balances – All Accounts – in the sum of £233,753.78
Employee payments paid for the month of March were £12,947.55
The accounts were then seconded by Councillor Block. Agreed.
- TO RECEIVE QUESTIONS FROM THE PUBLIC:
These questions are annexed to the Minutes.
- TO RECEIVE THE MINUTES OF THE PLANNING MEETINGS HELD ON 22ND MARCH 2018 AND TO NOTE PLANNING DECISIONS OF TENDRING DISTRICT COUNCIL:
Councillor V Chapman proposed that the recommendations in the Minutes of 22nd March 2018 be agreed by Council, together with the planning decisions from Tendring District Council. Seconded by Councillor Russell. Agreed.
Councillors Smith and Barry both declared an interest in this item, as they both sit on the Sufuse Application Committee. Councillor Smith then briefed members on the current position regarding the applications that had been received. A discussion took place.
- TO RECEIVE REPORTS SUBMITTED FROM COUNCILLORS CONTACT CO-ORDINATORS:
Councillor V Chapman – Together with Councillor Steady, met with Mike Carran, and we now have a copy of the Veolia Sweeping Schedule for the Western Promenade.
Councillor J Chapman – Since the announcement of the closure of Lloyds Bank in the town, had a meeting with the Post Office, and everything you did at the bank can be done at the Post Office. We are looking to produce a basic leaflet to hand out to people detailing what banking arrangements can be carried out at the Post Office. Before Lloyds closes, they will let me have details on the mobile unit that is due to visit once the branch has closed.
Councillor J Chapman then proposed that the council writes a letter to Lloyds stating how disappointed we are that the Brightlingsea Branch is closing. Seconded by Councillor Russell. Agreed.
Councillor Smith briefed members about the damaged fencing at Colne Road on the development land that has not yet been built on. He stated that Tendring District Council Planning Enforcement have visited the owner of the land and have received an undertaking that he will repair all the fencing to as it was before it was vandalised, within a period of two weeks.
The Clerk, in the absence of Councillor Yallop, mentioned that the Town Guide has been printed and is now available, and she is in the process of getting some ‘you are here’ boards made up to put around the town in various locations.
Councillor Barry stated that he has been advised that a conference is being held next week on the 27th April 2018, organised by the County Council in conjunction with Tendring District Council, on Seaside towns in the Tendring District. This covers Frinton, Walton, Clacton, Dovercourt and Jaywick Sands, not Brightlingsea. He has contacted County Councillor Goggin about this, who knew nothing about the event. He contacted the organisers and apparently Brightlingsea has been excluded as we are more of an estuary town than a seaside town. The event is invite only, and we now have two places on the conference. A discussion took place.
Councillor Steady asked Councillor Judson what are the next steps are regarding pot holes in the town. Councillor Judson replied that they are asking people to create a dossier of incidents detailing all the problems with the pot holes. He stated that he still wishes to go and meet with Councillor Grundy at Chelmsford, and the procedure is that the County Councillor has to make the appointment. A discussion took place.
- TO RECEIVE REPORTS SUBMITTED FROM MEMBER REPRESENTATIVES ON OUTSIDE BODIES:
Nothing further to report.
- TO RECEIVE REPORTS SUBMITTED FROM DISTRICT COUNCILLORS:
Councillor J Chapman briefed members that last evening she and Councillor Yallop had attended a meeting with the Police regarding Cyber Scam. She then proposed that they attended a meeting with the Town Council to brief on this subject. Seconded by Councillor V Chapman. Agreed. Councillor Barry then mentioned various reports of anti-social behaviour/damage that had occurred in the town during the past few days. A discussion took place. Councillor J Chapman said that she would contact Sgt Deexs about this.
Councillor Steady briefed that he had had interesting discussions with Officers of Tendring District Council, however we need shorter channels of communication, and everything should go through the Town Clerk or the Tendring District Councillors.
- TO RECEIVE THE TOWN CLERK’S REPORT:
2.1 – Agreed 4th Brightlingsea Scout Group can hold its Classic Car Show an Fun Day on Lower Park Recreation Ground on Sunday 2nd September 2018. Usual terms and condition apply. Also agreed that they can use the car park next to the swimming pool, free of charge, for visitors of the show.
2.2 – Agreed that Tendring District Council can install a Media Bank at the recycling centre next to the Community Centre. Also agreed to ask Tendring District Council to revisit their policy on Recycling in Brightlingsea.
2.3 – Agreed Circus Petite can visit Easter 2019 – arriving Sunday 14th April, leaving Monday 22nd April. Usual terms and conditions apply, plus the condition that any posters that are displayed are removed immediately after the event. Also to ask them to clarify what ‘exclusive’ to Brightlingsea means.
2.4 – Agreed The council takes part in “Tommy on Tour of Tendring” and also liaises with the Royal British Legion.
- MOTION TO EXCLUDE THE PUBLIC IN ACCORDANCE WITH THE PUBLIC BODIES (ADMISSION TO MEETINGS) ACT 1960 – To discuss the following:
- Property Update
Councillor Russell moved, in accordance with the Public Bodies (Admission to Meetings) Act 1960, in order to discuss items of a sensitive nature and items which are commercially confidential, the press and public be excluded. This was seconded by Councillor J Chapman. Agreed.
- PROPERTY UPDATE:
Eastern Waste Disposal – Councillor Steady briefed members and a discussion took place. It was then agreed that Councillor Smith would meet with the Solicitors to seek legal advise.
Lakeside Caravan Park – The Clerk informed the meeting that everything should be complete by the end of April.
The Hard – The Mayor briefed members that the Judgement is still awaited.
Swimming Pool – Councillor Barry informed members that he had had a meeting on Tuesday with two Officers of Tendring District Council.
Councillor Judson asked who was responsible for the boundary fences at the Brett Aggregate Site, as there appears to be a lack of adequate fencing in certain areas, with very steep slopes the other side. Agreed that the Town Clerk makes enquiries with Brett Aggregates about the condition of the fences.
