Minutes of the Council Meeting held at The Parish Hall, Victoria Place, Brightlingsea on: Thursday 18th October 2012 at 7.30 p.m.

096. APOLOGIES FOR ABSENCE: Councillors Edey and Mann.

097. TO APPROVE THE MINUTES OF THE MEETING HELD ON 20TH SEPTEMBER 2012 AND CONFIRM AS A CORRECT RECORD:

The Minutes were accepted as a true record. 
 
098. MAYOR’S ANNOUNCMENTS:

Copy of the Mayor’s Announcements is annexed to the Minutes.

The Mayor reported on her visit to the Colne Community School Opening Morning, and how the students showing her round were a credit to the school.

099. QUESTIONS UNDER SO 9(2):

None Received.

100. DECLARATION OF DISCLOSABLE PECUNIARY INTERESTS:

The Mayor reminded Members to declare interests when necessary.

The Mayor asked Members if they would have any objection to moving agenda item 9 to agenda item 6.  This was agreed.

101. REPORT FROM POLICE SERGEANT TATTERSALL:

Sgt Tattersall gave a report on the current crime and anti social behaviour in the town.   He then spoke about a Designated Public Place Order, which used to be called the Alcohol Exclusion Zone.  A discussion took place and then members voted on whether or not to proceed with the DPPO.  For: 8, Against: 1, Abstention: 1.  Agreed.

Sgt Tattersall said he would put a case plan to Tendring District Council and would arrange a further meeting with Councillors to discuss the possibility of a Dispersal Order.

The Mayor thanked Sgt Tattersall for attending the meeting.

102. TO RECEIVE AND APPROVE THE RECOMMENDATIONS OF THOSE MEMBERS EXAMINING THE ACCOUNTS FOR THE CURRENT PERIOD:

The Payments and Accounts for the period ending September  2012 (as shown on the attached appendix) were proposed by Cllr V Chapman as follows:

General Account Cheque No’s 705376 – 705403 in the sum of £16,705.50 for payment

Bank Balances – All Accounts – in the sum of £208,091.66
Employee payments paid for the month of September were £10,995.13.
Seconded by Cllr J Chapman.  Agreed.

103. TO RECEIVE AND APPROVE THE MINUTES OF THE FINANCE MEETING HELD ON 27TH SEPTEMBER 2012 AND TO CONFIRM THE RECOMMENDATIONS THEREIN:

Councillor Block proposed the Minutes are accepted as a true record.  Seconded by Councillor J Chapman.  Agreed.

Questions were raised about the £500.00 donation from the Orchards, which has not yet been received.  Answers were given accordingly.

104. COUNTY COUNCILLOR ROBINSON:

County Councillor Robinson reported that he had attended a meeting of the Local Highways Panel, and had nothing to discuss on Brightlingsea.

105.  TO RECEIVE QUESTIONS FROM THE PUBLIC:

These questions are annexed to the Minutes.

106. TO RECEIVE THE MINUTES OF THE PLANNING MEETINGS HELD ON 20TH SEPTEMBER 2012 AND TO NOTE PLANNING DECISIONS OF TENDRING DISTRICT COUNCIL:

Councillor Dixon proposed that the recommendations in the Minutes of 20th September 2012 be agreed by Council, together with the planning decisions from TDC.  Agreed.

Councillor Aldridge asked if there was any update on applications 12/00816/FUL and 12/00828/FUL.  It was agreed that the Clerk would enquire with TDC’s Planning Department about these.

107. TO RECEIVE REPORTS SUBMITTED FROM MEMBERS WITH SPECIAL  RESPONSIBILITIES:
Further to the written reports:- 

Councillor V Chapman – Following the high tides, there is a lot of seaweed on the Promenade.  We are looking to do a survey on the play equipment, and I have spoken to the School who would be keen to come on board.  The Model Boat Club would like to hold an ‘Dusk’ sail on 31st October at 4pm.

Councillor J Aldridge – Spoken to Go Ahead Buses about the recent article in the Chronicle.  They are not happy.

Councillor Steady asked if we can ask Tendring District Council how much money is still in the budget for the swimming Pool for improvements.

Councillor Goggin said that at a recent Regatta Meeting, the committee are grateful for the Councils help.

108. TO RECEIVE REPORTS SUBMITTED FROM MEMBER REPRESENTATIVES ON OUTSIDE BODIES:
Further to the written reports:- 
 
Councillor Aldridge asked for an update on the Emergency Plan. Councillor Yallop replied that two meetings had taken place, and that she and Councillor J Chapman were going to an Emergency Plan meeting at Tendring District Council on the 4th December.

Councillor Block spoke about the Rugby Club, and that when playing there are cars parked everywhere along Church Road and also on the Maltings Estate.  After discussion it was agreed that if this happens again photographs are to be taken and these then sent to Essex County Council.

Councillor Dixon spoke about the Town Plan, and that signage, and newsletters both require action. Also the web-site, and that the Council minutes should be published on there, even before they have been formally approved.

109. TO RECEIVE REPORTS SUBMITTED FROM DISTRICT COUNCILLORS:

Councillor Aldridge asked Councillor Goggin a question about the Parking Partnership.

110. TO RECEIVE THE TOWN CLERK’S REPORT: 

2.1 – Agreed The Suffolk Caravan Club can use the Lower Park  Recreation Ground from 14th – 16th June 2013.

2.2 – Agreed  The Essex Group of Motor Caravanners’ Club can move their rally from the 28th – 30th June to 26th – 28th July 2013.

11. MOTION TO EXCLUDE THE PUBLIC IN ACCORDANCE WITH THE PUBLIC BODIES (ADMISSION TO MEETINGS) ACT 1960 – To discuss the following:
(a) To approve the Part B Minutes from the Council meeting held on the 20th September  2012 and confirm as a correct record.
(b) Property Update
(c) Leases/Registrations – Update
