Minutes of the Council Meeting held at The Parish Hall, Victoria Place, Brightlingsea on: Thursday 17th March 2011 at 7.30 p.m.

193. APOLOGIES FOR ABSENCE: County Councillor Robinson.
  
194. TO APPROVE THE MINUTES OF THE MEETING HELD ON THE 17TH FEBRUARY 2011 AND CONFIRM AS A CORRECT RECORD:

The Minutes were accepted as a true record.

195. MAYORS ANNOUNCEMENTS:

Copy of the Mayor’s Announcements is annexed to the Minutes.

196. QUESTIONS UNDER SO 10(2):

No questions had been received.

197. DECLARATION OF PERSONAL & PREJUDICIAL INTERESTS:

The Mayor reminded Members to declare interests when necessary.

198. TO RECEIVE AND APPROVE THE RECOMMENDATIONS OF THOSE MEMBERS EXAMINING THE ACCOUTS FOR THE CURRENT PERIOD:

The Payments and Accounts for the period ending February 2011 (as shown on the attached appendix) were proposed by Councillor V Chapman as follows:

General Account Cheque Numbers 704834 to 704872in the sum of £64,957.05 for payment
Bank Balances – All Accounts – In the sum of £237,332.17
Employee payments paid for the month of January were £9,017.81
Seconded by Councillor Dixon.  Agreed

Members then asked questions on cheque numbers 704852, 704861, 704847, 704855, 704854 and 704857.  Replies were given accordingly. 

199. COUNTY COUNCILLOR ROBINSON:

As County Councillor Robinson was absent from the meeting, the Mayor invited PCSO Terry Fairweather to brief Members and answer any questions they may have. 

PSCO Fairweather briefed members  that he has carried out a ‘door knock’ on the Manor, advising residents of shed burglaries and to make sure theirs are locked properly.  Dog fouling is an issue in the town, as is speeding vehicles.

Councillor V Chapman mentioned that she had been advised the move to the Fire Station was delayed by a couple of months.  She also mentioned that the sheds in the car park – the door had been removed for repairs, and asked if the police could keep an eye out for youths congregating in the car park.

Councillor Goggin spoke about dog fouling and asked if we could name and shame the culprits.  Councillor V Chapman said she would ask the question to the officers at Tendring District Council.

200. TO RECEIVE A PRESENTATION FROM PIONEER TRUST/ROWING CLUB:

The Mayor welcomed Mike Hempstead to the meeting.

Mr Hempstead gave a presentation on a rowing club which is starting up in Brightlingsea. He also spoke about an open morning being held on 16th April from 11am at the Sports Centre.  Mike also mentioned how the Hard could be improved, and it was agreed that he would liaise with Councillor Beckwith over this.

Questions were asked by members, and after discussion the Mayor thanked Mike for attending.

202. TO RECEIVE THE MINUTES OF THE PLANNING MEETING HELD ON THE 17th FEBRUARY and 3RD MARCH 2011 AND NOTE PLANNING DECISIONS OF TENDRING DISTRICT COUNCIL:

Councillor Dixon proposed that the recommendations in the Minutes of the 17th February and  3rd March 2011 be agreed by Council, together with the planning decisions from TDC.  Seconded by Councillor Russell.  Agreed.

Councillor V Chapman mentioned the works happening on the Water Tower and that no residents had been notified that the work was due to start.  Councillor Holding said he would go an have a look, to see if anyone had been notified.

203. TO RECEIVE REPORTS SUBMITTED FROM MEMBERS WITH SPECIAL RESPONSIBILITIES:

Councillor Aldridge – Asked the Council if she could spend £35.00 on the printing of Dog Poo posters.  The Chairman of the Finance Committee agreed this.

Councillor Beckwith – Nothing further to report.

Councillor Block – Nothing further to report.

Councillor J Chapman – Have visited the Sabina Club and Coronation Club to advise on the Digital Changeover and we are stressing to residents don’t use the people who are knocking on doors.
 
Councillor V Chapman – There was an incident on the Western Promenade on Monday, where a man was being attacked by his girlfriends dog.  Tony Reid and Graham Carter were working nearby and were able to help.

The Seafront Warden is only going to be on duty at weekends, bank holidays and the summer school holidays.  The Blue Flag will only be flown when the warden is on duty.

Councillor Goggin – The council minutes on the web-site are being well read, with 120-180 hits each month.  If anyone has any other ideas to improve the web-site, please let us know.  Councillor Yallop mentioned that the Town Guide should be included on the web-site.  Councillor Aldridge said that as the time-table for the Clacton Bus is on there, we should also include other means of transport.

Councillor Holding – Para 2 of his report should read Underwoods Hard not Hickmans Hard.  Councillor Yallop asked about Back Waterside Lane.  Councillor Holding replied that this was still an on-going issue.

Councillor Mann  – Had a meeting today and we have managed to find the money to do up the front of the pool.  The plumbers are down there today working on the ladies toilets.  Councillor Steady thanked Councillor Mann for allowing TDC to use his Kent Blaxill account, as TDC did not have an account with them.  Councillor Goggin mentioned the report from TDC on the pool, and asked if it could be re-circulated to all councillors.

Councillor Steady – Nothing further to add.

Councillor Yallop – There are a couple of printing errors in the Town Guide, but when it is put on the web-site, the errors will be corrected.

We have placed and advert and write-up in the Group Travel and Coach World publications, however due to a printing error we are having a free advert in the next edition.

Tendring District Council have produced a booklet called Essex Sunshine Coast and the picture they have used for Brightlingsea is disgusting.  I have written to TDC and we are still waiting for a reply.  Councillor Goggin said that this is the first time he has seen this booklet.

Have made contact with Mr Moxam owner of Jacobs Hall, and a meeting with Phil Hornby of TDC is planned for the next couple of weeks.  Work will then start asap.

Can a letter be sent to the owners of the Swan Public House concerning the condition of the building – it is a listed building.  Agreed.

Springmead received 25 visitors the other day, and they all had a copy of the Town Guide.  This shows that visitors are coming to the town already.

204. TO RECEIVE REPORTS SUBMITTED FROM MEMBER REPRESENTATIVES ON OUTSIDE BODIES:

Councillor V Chapman – SureStart are negotiating with the YMCA to take over more of their hall.

Councillor Goggin – There appears to be some hold up with the Colne Schools development at Strangers Corner, due to the football club.  Cllr Block replied that the Town Council are in full agreement with the school and has heard that the Rugby Club are holding things up.

Councillor Aldridge – Attended a NAP meeting.  Asked for the Councils support to send a letter to Essex County Council concerning the Library.  Agreed.

205. TO RECEIVE REPORTS SUBMITTED FROM DISTRICT COUNCILLORS:
 
Councillor V Chapman – New fencing has been erected around the car park.  Ian Taylor organised this.

Councillor Goggin – There are lots of cuts happening at Tendring, and if anyone has any questions, they can talk to any of the 3 District Councillors.

Councillor Steady – Lynda McWilliams is attending the Brightlingsea Society meeting on the 12th April, and this is an opportunity for Councillors or members of the Public to ask questions on any subject.
  
206. TO RECEIVE THE TOWN CLERKS REPORT AND DETERMINE ACTIONS REQUIRED:

The following was agreed:
 
2.1 Agreed that the 4th Brightlingsea Scout Group can hold a fund day with classic car show at Lower Park Playing Fields on Sunday 4th September 2011.
2.2 Agreed that the Community Centre can hold a car boot sale on Good Friday – 22nd April 2011 from 8am – 1pm.
Councillor Russell declared a prejudicial interest in the following item and left the room whilst discussion took place. Councillor J Chapman declared a personal interest.
2.3 Agreed that the following amounts would be donated, as a one-off, to the Carnival Association:
Councillor Holding, from the Mayors Fund – £200.00
Councillor Yallop – £300 from her tourism budget
Councillor Steady – an amount to be agreed from his MSR budget.
Councillor Goggin – £200.00 from his web-site budget
Councillor Beckwith – an amount to be agreed from her MSR budget.
2.4 Agreed that the Brightlingsea United Church holds its Easter Sunday evening service on Hurst Green, accompanied by the Boxted Methodist Silver Band.

207. MOTION TO EXCLUDE THE PUBLIC IN ACCORDANCE WITH THE PUBLIC BODIES (ADMISSION TO MEETINGS) ACT 1960 – To discuss the following:
(a) To approve the Part B Minutes from the Council meeting held on the 17th February 2011 and confirm as a correct record.
(b) Property Update
