207.     APOLOGIES FOR ABSENCE: Councillor Aldridge

 

208.     TO APPROVE THE MINUTES OF THE MEETING HELD ON 20TH MARCH 2014 AND CONFIRM AS A CORRECT RECORD:

 

The Minutes were accepted as a true record.

 

209.     MAYOR’S ANNOUNCMENTS:

 

Copy of the Mayor’s Announcements is annexed to the Minutes.

 

210.     QUESTIONS UNDER SO 9(2):

 

None received.

 

211.     DECLARATION OF DISCLOSABLE PECUNIARY INTERESTS:

 

The Mayor reminded Members to declare interests when necessary.

 

212.     TO RECEIVE AND APPROVE THE RECOMMENDATIONS OF THOSE MEMBERS EXAMINING THE ACCOUNTS FOR THE CURRENT PERIOD:

 

The Payments and Accounts for the period ending March 2014 (as shown on the attached appendix) were proposed by Cllr Goggin as follows:

 

General Account Cheque No’s 705809 – 705839 in the sum of £19,745.68 for payment

 

Bank Balances – All Accounts – in the sum of £255,233.13

Employee payments paid for the month of March were £10,107.55

 

Seconded by Cllr J Chapman.  Agreed.

 

Members asked questions about various cheques, to which answers were given.

 

213.     TO RECEIVE AND APPROVE THE MINUTES OF THE FINANCE MEETING HELD ON 24TH MARCH 2014 AND TO CONFIRM THE RECOMMENDAITONS THEREIN:

 

The Minutes were accepted as a true record, and the following recommendations were agreed:

 

Recommendation: (1) The Town council purchases the equipment for the Brightlingsea in Bloom for WW1 display, and a plaque is installed at the display stating sponsored by Brightlingsea Town Council.  (2) The Council contacts Go Ride to advise them that there is no money allocated in the budget for the bus service next year, and to address this issue invite them to come to a finance committee meeting to discuss.  (3) The Risk Assessment for 2013/2014 is signed off at the April Council meeting.  (4) The new Members’ Code of Conduct, as adopted by Tendring District Council, is adopted by Brightlingsea Town Council at its April Council meeting.  (5) As the  Town Council does not have an official agreement with Prettys Solicitors, the Council would use Guy Thompson’s new firm Wilson and Co, for all its needs.

 

Councillor Olivier asked questions about Prettys Solicitors and Wilson and Co  Solicitors, to which the Chairman replied.

 

214.     TO RECEIVE QUESTIONS FROM THE PUBLIC:

215.     COUNTY COUNCILLOR LORD:

 

County Councillor Lord reported on the following:

 

  • Signage – There is £5,500 in the budget to evaluate signage
  • Waste shipped to Basildon to be processed
  • Fire budget
  • Policing

 

Members asked County Councillor Lord various questions, to which answers were given.

 

216.     BRIGHTLINGSEA TOWN COUNCIL WEB-SITE: PRESENTATION BY DAVID BRIDLE:

 

David Bridle gave an overview/briefing on the redevelopment of the new web-site for the Town Council. He advised members that the Councillors information page needs updating for each councillor.   He also advised that you can now subscribe to a newsletter, to be received every Thursday, which will give you an update on what has been added onto the site during the last week.  Many questions were asked.

 

Councillor Goggin thanked David for his efforts to date with the web-site, and the Mayor thanked David for attending the meeting.

 

217.     TO RECEIVE THE MINUTES FROM THE MEETINGS HELD ON THE 20TH FEBRUARY AND 20TH MARCH AND 4TH APRIL 2014 AND TO NOTE PLANNING DECISIONS OF TENDRING DISTRICT COUNCIL:

 

Councillor Dixon proposed that the recommendations in the Minutes of the 20th  March and 4th April 2014 be agreed by Council, together with the planning decisions from TDC.   Agreed.

 

218.     TO RECEIVE REPORTS SUBMITTED FROM MEMBERS WITH SPECIAL   RESPONSIBILITIES:

Further to the written reports:-

Councillor Steady asked Councillor V Chapman what has happened regarding the signage, and where we are with Tendring District Council. Councillor V Chapman replied that she had spoken with both Ian Taylor and Andy Nepean of TDC and they are aware of our requirements.

 

219.     TO RECEIVE REPORTS SUBMITTED FROM MEMBER REPRESENTATIVES ON OUTSIDE BODIES:

 

There was nothing further to add.

 

220.     TO RECEIVE REPORTS SUBMITTED FROM DISTRICT COUNCILLORS:

 

Councillor Goggin reported that there are now nappy changing facilities in both the men’s and ladies toilets on the Western Promenade.  He has asked for this to be extended into the toilets in Station Road and the Waterside.

 

221.     TO RECEIVE THE TOWN CLERK’S REPORT:

 

2.1 –Agreed the Brightlingsea Cricket Club could erect their marquee on the Bayard Recreation Ground on:

Sunday 4th May – 11am – 3pm, Christening party, no music.

Saturday 17th May – live music 7.30 pm – 11.30pm – invited guests only

Cricket Week  – 7/8/9 August – live music Saturday (possibly Thursday or Friday) 7.30pm – 11.30 pm,  invited guests only

Saturday 23rd August, live music, 7.30pm – 11.30pm – invited guests only.

 

2.2 –Agreed the Mayor and Town Clerk would attend a meeting at St Osyth Parish Council with Cllr Rodney Bass of Essex County Council – date to be agreed.

 

2.3 – Agreed the Motor Caravaners Club can hire the Lower Park Playing Fields for its rally on 31st July – 2nd August 2015.  Town Clerk to inform the Scouts of this event.

 

2.4 – Agreed a wedding can be held on Hurst Green on 31st August 2015, in a marquee.  All necessary rules and procedures would be stipulated, including necessary  licences being obtained, no parking on Hurst Green itself, time limit – event to finish by 11.30pm.  A refundable deposit of £250.00 would be required, in case of any damage to the green being caused by the event.

 

Councillor Goggin gave thanks to the retiring Mayor, for his year representing the Town and the Town Council.

 

222.    MOTION TO EXCLUDE THE PUBLIC IN ACCORDANCE WITH THE PUBLIC BODIES (ADMISSION TO MEETINGS) ACT 1960 – To discuss the following:
