Minutes of the Council Meeting held at The Parish Hall, Victoria Place, Brightlingsea on: Thursday 16th September 2010 at 7.30 p.m.

72. APOLOGIES FOR ABSENCE: Councillors V Chapman, Goggin, Steady and Russell.
  
73. TO APPROVE THE MINUTES OF THE MEETING HELD ON 19TH AUGUST 2010 AND CONFIRM AS A CORRECT RECORD:

The Minutes were accepted as a true record.

74. MAYOR’S ANNOUNCEMENTS:

Copy of the Mayor’s Announcements is annexed to the Minutes.

75. QUESTIONS UNDER SO 9(2)

No questions had been received.

76. DECLARATION OF PERSONAL & PREJUDICIALINTERESTS:

The Mayor reminded Members to declare interests when necessary.

77. TO RECEIVE AND APPROVE THE RECOMMENDATIONS OF THOSE MEMBERS EXAMINING THE ACCOUNTS FOR THE CURRENT PERIOD:

The Payments and Accounts for the period ending August 2010 (as shown on the attached appendix) were proposed by Councillor J Chapman as follows:

General Account Cheques Nos 704692 – 704711 in the sum of £14,154.14 for payment
Bank Balances – All Accounts – in the sum of £239,407.10
Employee payments paid for the month of August were £9,739.08
Seconded by Councillor Dixon.  Agreed

Councillor Yallop asked questions on cheque numbers704701, 704705, 704707 and 704698.   Councillor J Chapman responded accordingly

78. COUNTY COUNCILLOR ROBINSON:

County Councillor Robinson reported on the following:

• The implementation of the waiting restrictions in Victoria Place will not happen this financial year.
• There is a complete transformation in the Highways Department, with redundancies in the pipeline.
• Free Bus Pass for the Under 18’s in Colchester is now not going to be rolled out to other areas.  The scheme will cease on the 1st April 2011.
• There is a meeting planned for next Friday to discuss the Preferred Mineral Sites.

80. TO RECEIVE THE MINUTES OF THE PLANNING MEETINGS HELD ON 19th AUGUST 2010 AND NOTE PLANNING DECISIONS OF TENDRING DISTRICT COUNCIL:
  
Councillor Dixon proposed that the recommendations in the Minutes of the 19th August 2010 be agreed by Council, together with the planning decisions from TDC.  Seconded by Councillor Yallop.  Agreed

Councillor Dixon also mentioned that the Water Tower application had been approved, but with 18 conditions attached to it.
 
81. REPORTS FROM MEMBERS WITH SPECIAL RESPONSIBILITIES:

Further to the written reports:-

Councillor Aldridge – MSR for Transport & Highways –  Have arranged a meeting at the end of the month with Wivenhoe Town Council to look at our Considerate Parking Initiative.

Had a phone call from Clear Channel and the seat at the bus stop outside Tesco has been repaired and replaced.

The Co-Op in Station Road is requesting a loading bay.  I am looking into this at and will report back when we have more information.

The other day I saw someone was digging for bait in the Children’s Paddling Pool, with a garden fork.  Councillor J Chapman said perhaps we should ask Tendring District Council for signs saying ‘no digging for bait’ as well as the ‘no horses’ sign.  Also perhaps an article in the Chronicle informing people that there is no money to replace the liner, and people should treat with care, if it does get a puncture it won’t be replaced.

Councillor Yallop asked about the 30MPH sign outside the Colne School, and that many people do not slow down to the appropriate speed.  Councillor Aldridge replied that she would try to request some speed traps for that area.

Councillor Beckwith – MSR – The dredging in the harbour is starting at the end of the month.

Applications for the new Harbour Master are coming in.

Councillor Block – MSR for Grants – The budget setting process will start next month, so can you send in all your bids into the office.

Councillor J Chapman – MSR for Welfare for the Elderly – The new Family Support office/shop will be opening on the 2nd October between 10am-12 noon.

Councillor Holding – MSR for Footpaths & Open Spaces – Have received complaints regarding Footpath 26 – Back Waterside Lane – but this seems to be resolved.

Councillor Mann – MSR for the Swimming Pool – Have been informed by Tendring District Council that the grant money has already been approved.

Councillor Holding asked about the amount of litter that was around the pool between the wooden boards.  Councillor Mann replied that these were going to be replaced with new boards, and then used for local businesses to advertise on them. 

Councillor Yallop – MSR for Tourism – Nothing further to add.  Councillor Yallop did mention that at the last meeting Councillor Goggin was talking about the possible dog ban on the Recreation Ground and that he forgot to mention that he had had a conversation with our Grounds Manager and that the dog fouling on the Rec had almost stopped.
 
82. TO RECEIVE REPORTS SUBMITTED FROM MEMBER REPRESENTATIVES ON OUTSIDE BODIES:

Councillor Dixon made comments on these reports which are annexed to the Minutes.

84. TOWN CLERK’S REPORT:

The following was agreed:

2.1 Brightlingsea Sailing Club – Wording for the logo was agreed as:
Supported by Brightlingsea Town Council

2.2 Agreed Tracey Pulford can attend the Election Day course on Wednesday 3rd November at  the EALC.

2.3 Agreed the Colne Community School can hold a Car Boot Sale on the Western Promenade  on Sunday 17th and 24th October from 9am-1pm.
