The Mayor reminded Members to declare interests when necessary.
134. TO RECEIVE AND APPROVE THE RECOMMENDATIONS OF THOSE MEMBERS EXAMINING THE ACCOUNTS FOR THE CURRENT PERIOD:
The Payments and Accounts for the period ending November 2010 (as shown on the attached appendix) were proposed by Councillor Yallop as follows:
General Account Cheques Nos 704761 – 704786 in the sum of £8,114.64 for payment
Bank Balances – All Accounts – in the sum of £280,338.42
Employee payments paid for the month of November were £8,114.64
Seconded by Councillor Steady. Agreed
Councillor J Russell then asked questions on cheque numbers 704762 and 704779. Councillor Yallop replied accordingly.
135. COUNTY COUNCILLOR ROBINSON:
County Councillor Robinson was absent from the meeting, but had nothing to report.
136. TO RECEIVE QUESTIONS FROM THE PUBLIC:

137. TO RECEIVE THE MINUTES OF THE PLANNING MEETINGS HELD ON 25TH NOVEMBER AND 9TH DECEMBER 2010 AND NOTE PLANNING DECISIONS OF TENDRING DISTRICT COUNCIL:
Councillor Dixon proposed that the recommendations in the Minutes of the 25th November and 9th December 2010 be agreed by Council, together with the planning decisions from TDC. Seconded by Councillors Russell and Steady. Agreed
138. SEALING OF LEASE RELATING TO LAND AT THE BOAT PARK, BRIGHTLINGSEA, ESSEX (CYC):
The Mayor briefed Members that the Lease for the Colne Yacht Club had been an on-going saga, but now is ready for signing. Councillor Steady said that as members had not seen a copy of the lease, it should be copied to all Members and taken back to the January meeting for signing. Agreed.
139. REPORTS FROM MEMBERS WITH SPECIAL RESPONSIBILITIES:
Further to the written reports:-
Councillor Aldridge – The bus shelter base at the Strangers Corner bus stop has been put in, and the new shelter should be in place during January.
Have purchased two salt bins, salt and a spreader. These bins have been put outside the Brewers Arms and one in the War Memorial Gardens, on a temporary basis. Members of the public are not aware that they can help themselves to the salt; can something be added to the web-site?
Councillor Goggin asked Councillor Aldridge about the lack of street lights in New Street/ Silcott Street/Francis Street. He has been contacted by a member of the public, who is a nurse and arrives home late in the evening – this area is very dark. Councillor Aldridge said she would bring this up with Essex County Council.
Councillor Yallop spoke about Councillor Beckwith’s report and that the fuel barge was delivered the other day. Also the dredging is happening really quickly.
Councillor Block – Nothing further to report.
Councillor Goggin asked if any information had been received about the Big Lottery Fund. Tracey Pulford was asked to chase this up.
Councillor J Chapman – Recently attended an APPA Course on deaf and hard of hearing. When there is a loop system installed, the only thing a person with a hearing aid in can hear is the rustling of papers, sweet wrappers etc.
Councillor V Chapman – Terry Hamilton is at Clacton Police Station this evening, concerning the youth who committed the recent graffiti on the Promenade.
Councillor Goggin – Further to the meeting with Small Businesses in the Town, pleased to report that one or two shops are now receiving small business grants.
Councillor Mike Holding – Nothing further to report.
Councillor V Chapman mentioned the vegetation being removed from the sea wall. Councillor Holding replied that the Environment Agency are responsible for the seawalls, Alresford Creek, Promenade Way, Rope Walk, and that a fair bit of work is being carried out down there pulling up the vegetation. Councillor Mann mentioned the wood that he was storing for the steps/bridges, and if it was still required. Councillor Holding replied that he would look into this and see if Terry Hamilton and his team could put it to some use.
Councillor Mann – Everything is pushing ahead, and quotations should all be received by the end of January 2011. Mike Curran said that there were no problems, TDC have OK’d everything.
Councillor Steady mentioned that there is always a grand opening for the swimming pool and wondered about the possibility of the jog-walk-run being re-instated and ending up on the greensward next to the pool.
Councillor Steady – There has been some damage done to the grass on Lower Park Recreation Ground with a vehicle driving across it during wet weather. Not sure if it is joy riders or an organisation using the facilities.
Bayard Recreation Ground – A copy of a letter written by Councillor Steady had been circulated to all members. This letter was written to all those members of the public who had shown their interest in the redevelopment plans for the Rec. He also mentioned that the new staff restroom had been re-furbished and completed.
The Playcentre new extension is in place and is nearly finished. On Tuesday had a meeting with Carlo Guglielmi, TDC Portfolio Holder for Planning, Elizabeth Wilson, the architect and the Manager of the Playcentre. They have to re-submit another application for permanent fixture, as at the moment they only have permission for two years.
Councillor Aldridge asked about the feasibility study being carried out on Lower Park Playing Fields. Councillor Steady replied that the topographical survey is part of the flood risk.
Councillor Yallop gave congratulations to Councillor Steady for all his work with the youth and various organisations.

Councillor Holding asked if Councillor Yallop could let him know the date for the Tourism & Leisure Show.
140. TO RECEIVE REPORTS SUBMITTED FROM MEMBER REPRESENTATIVES ON OUTSIDE BODIES:
Councillor Goggin – Have circulated plans from the Colne School re: plans for the Strangers Corner Development.
Councillor J Chapman – Have a coy of the latest PCSO Report if anyone wishes to have a copy.
141. TO RECEIVE REPORTS SUMBITTED FROM DISTRICT COUNCILLORS:
Councillor V Chapman – Has a ‘Think Safe’ pack for those with learning difficulties.
Councillor Goggin – Attended a Cabinet Meeting yesterday, where Peter Haliday announced his plans for the year. The key for Brightlingsea is the reduction in rates of ½ of 1%. In line with what Councillor Block has achieved, no one is receiving an increase. There will be no further borrowing or raiding any reserves. TDC are however, 3.4 million down on what was received last year.
Councillor Steady replied that this rebate of 75p amounts to £36,000.
Councillor Steady – Attended the recent Planning meeting where the Elsey & Bailey application was discussed. The Mayor together with the Head Teachers from the Infant and Junior Schools also attended. Our representations on the night gave very good presentations. Well done to all. (Councillor Dixon declared a prejudicial interest on this item).
Councillor Aldridge asked the Tendring Councillors if there was any update on On-Street parking. Councillor V Chapman replied that there is a meeting at Tendring on Monday and a report will be given.
Councillor Goggin spoke against Councillor Steady report and the budget from the meeting held on the 18th February. He stated that none of these items are going ahead. Also not going ahead is the borrowing of loans.
142. TOWN CLERK’S REPORT:
The following was agreed:
2.1 – Noted.
2.1 – Agreed that the Carnival Association can use the Bayard Recreation Ground for its carnival on Saturday 18th June 2011, with a closed gate from 1800 hrs on Friday 17th to 1800 hrs on Saturday 18th June. Also permission was granted for the car boot sales on the Western Promenade on the dates listed.
