Minutes of the Meeting held at the Parish Hall, Victoria Place, Brightlingsea

on Monday 16th December 2013 at 7.30 pm

F.116.  APOLOGIES FOR ABSENCE: Councillors Dixon and Goggin.

 

F.117     CONFIRMATION OF THE MINUTES OF THE MEETING HELD

ON THE 28TH NOVEMBER 2013:

 

The Minutes were accepted as a true record of the meeting.

 

F.118   DECLARATION OF DISCLOSABLE PECUNIARY INTERESTS:

 

Members were reminded of the requirement to disclose any interest in relation to items on the agenda, when these are discussed.

 

F.119               2014/2015 BUDGET:

 

            The Chairman briefed members that at the last meeting the budget balanced, but we were still waiting for information from TDC on the LCTS tax base grant.  This has now come through and he informed the meeting that the  Town Council’s grant will be £3,100 less than last year.

 

Members then agreed the revised budget, giving a precept of £53.25 for a Band D Property.  Agreed.

 

A question had been tabled by Councillor Aldridge, as follows:

 

“Despite  a meeting being held between Danny Douglas of Go Ride Buses and the Chair and Vice Chair of Finance, I am still unaware of any decision as to whether or not Brightlingsea Town Council will continue to support the Clacton Bus.  Therefore if the council is in agreement to continue the small amount of funding this project requires, I would like to request that £3,000 be made available to do so.

 

I feel I have been unable to ask for any MSR money this coming year when the project I would use it for has been under scrutiny and no decision has been forthcoming as yet.”

 

A discussion took place on this question, and it was agreed that the 2013/2014 MSR money is still available to the MSR to spend, and despite the repeated requests for MSR bids for 2014/2015, nothing had been forthcoming from Councillor Aldridge and the Committee agreed that as the budget had been set/agreed, it was too late to include any amount for her.

 

            Recommendation: (1) The Town Councils Precept is set at £53.25 for a Band D Property.  (2) As the budget had been agreed for 2014/2015 Councillor Aldridge was too late to include any amount for her.

There being no further business, the meeting closed at 7.51 pm.
