Minutes of the Meeting held at the Parish Hall, Victoria Place, Brightlingsea on Thursday 11th November 2010 at 8.10 pm

F.463 Apologies: None received.
F.464 Confirmation of the Minutes of meeting held on 28th October 2010:
The Minutes were agreed as a true record of the meeting.
F.465 Declaration of Personal and Prejudicial Interests:
The Chairman reminded Members to declare their personal and prejudicial interests, as and when appropriate.
F.466 2nd Draft 2011/2012 Budgets:
A copy of the 2nd draft budgets had been circulated to all members. After discussion it was agreed to keep the precept at last years level (£157,934.00) and also to include a £10,000 working budget. Agreed.
Recommendation: The budget for 2011/2012 is agreed with the precept set at £157,934.00.
F.467 Updated Standing Orders:
The Chairman briefed Members on the changes made to the amended Standing Orders and these were then agreed by Members.
Recommendation: Standing Orders are agreed by full Council.
F.468 Grant Funding
The Chairman informed members that Tracey Pulford had requested the information from the Big Lottery Fund, but this would be available until early December. In the meantime an informal meeting will be arranged to discuss all options.
Recommendation: A meeting is arranged with all Councillors to discuss the Big Lottery Fund – £75 million Fund for Community Buildings.
F.469 2010/11 MSR Budget
Councillor Holding briefed members that £500.00 of his MSR budget is actually to be spent on the Sailing Club Championships in Australia, not on Footpaths. Members agreed this.
Recommendation: Council agrees the virement of £500 from the MSR Footpaths and Open Spaces heading to Youth / Tourism.
F.470 MOTION TO EXCLUDE THE PUBLIC IN ACCORDANCE WITH THE PUBLIC BODIES (ADMISSION TO MEETINGS) ACT 1960 – To discuss the following:
