70. CONFIRMATION OF THE MINUTES OF THE MEETING HELD ON 12TH DECEMBER 2013:
The Minutes of the meeting held on the 12th December 2013 were approved as a true record of the meeting.

72. PLANNING APPLICATIONS:
The following applications had been received by Tendring District Council:
13/01355/FUL – Use of land for long term container and boat storage together with tool and plant storage – Land off Lime Street (r/o 87 & 89 Tower Street), Brightlingsea
Recommend Refusal as contrary to policy and could set a precedent. (Councillor J Chapman to represent BTC at Tendring when this application is discussed.)
13/01390/FUL – Proposed covered area – 52 & 54 Colne Road, Brightlingsea
13/01391/FUL – Change of use from A2 (financial and professional services) to A1 (shop/retail) – Nationwide Building Society, 16 High Street, Brightlingsea
13/01455/AGRIC – Grain Store – Lower Farm, Lower Farm Lane, Brightlingsea
Brightlingsea Town Council has no objection to this application
13/01456/FUL – Change of use from walk-in centre to storage facility – 160 Tower Street, Brightlingsea
Brightlingsea Town Council is disappointed at the lack of detail information in this plan but can see no planning reasons for refusal – however, it will request that there be a condition for no Sunday opening unless the operation is for small storage items only.
73. THE TENDRING DISTRICT LOCAL PLAN : PRE-SUBMISSION FOCUSSED CHANGES (2014):
Councillor Jayne Chapman, assisted by Councillor Graham Steady presented the changed on the TDC Local Plan : Pre-Submission Focussed Changes (2014) and the planning committee recommends the following to the Town council as the Town Council’s response:
Change Reference PM5.3 – Extension of propose housing site and Settlement Development Boundary. Please look at the enclosed copy of the map. We feel it should continue in a straight line following the footpath. In the latest plan it is well over what was previously discussed. As the original plan was subject to public consultation and very few objections were raised, we now feel there will be many more objections if this latest plan goes forward both from council and public.
Change Reference PM5.2 – Extension of Settlement Development Boundary to incorporate additional previously developed land. Council were disappointed and surprised at the late inclusion of this development, however we have no objections for the use of Brown Land ‘the depot’ being used but feel that the land near to the petrol station should not be included, as many road accidents have already occurred on this stretch of road including access from the petrol station and Maltings Road junction.
We also feel Brightlingsea should be included and listed as Historical Interest along with St Osyth and Harwich.
