Minutes of the Meeting held at the Parish Hall, Victoria Place, Brightlingsea

on Thursday 6th March 201 at 7.30 pm

F.121.  APOLOGIES FOR ABSENCE: None received.

 

F.122     CONFIRMATION OF THE MINUTES OF THE MEETING HELD

ON THE 16TH DECEMBER 2013:

 

The Minutes were accepted as a true record of the meeting.

 

F.123   DECLARATION OF DISCLOSABLE PECUNIARY INTERESTS:

 

Members were reminded of the requirement to disclose any interest in relation to items on the agenda, when these are discussed.

 

F.124               2013/2014 BUDGETS – EXPENDITURE TO DATE:

 

The Chairman went through all the MSR budgets and the following was highlighted:

 

  • Transport and Highways – The invoice to be paid to Go Ride at the March Council meeting is for August to October 2013.  The clerk to contact Go Ride to ask for the invoice covering November 13 to March 14.
  • Regeneration-Additional Street Signs – An amount of £1,300 is available and Councillors V Chapman and Dixon to finalise before the end of March 2014.
  • Recreation Grounds – As the plans have been passed, and specifications are being drawn up at the moment, it was agreed that the financial support would be ‘ring fenced’ into the next year.  Regarding the S106 monies, it was agreed to wait and see what money is available and bid for the money then.
  • Swimming Pool – Check with Councillor Mann on possible expenditure for this.

 

Councillor V Chapman briefed members on the state of Pawsons Playground and the equipment in it.  A discussion took place and it was agreed that the Insurance Company be contacted to ask if an assessor can come down to assess all of the equipment.  Also agreed to change the signs to read something like ‘un-safe, will remain closed until cleared by the Insurance Company.

 

Recommendation: (1) The Clerk to contact Go Ride to ask for the invoice covering November 13 to March 14. (2) Councillors V Chapman and Dixon to finalise the additional street signs before the end of March 2014. (3) As the plans for the Bayard Recreation Ground have been passed, and specifications are being drawn up at the moment, the financial support would be ‘ring fenced’ into the next year.  (4) Any available S106 monies would be bid for in the normal way.  (5) Check with Councillor Mann on possible expenditure for the swimming pool.  (6) The Insurance Company be contacted to ask if an assessor can come down to assess all of the play equipment in Pawsons Playground.  (7) The closed signs to be changed to read something like ‘un-safe, will remain closed until cleared by the Insurance Company’.

 

F.125   RISK ASSESSMENT 2013/2014:

 

All members had a copy of the Risk Assessment for 2013/2014.  It was agreed to take bring this item back to the next meeting, for ratification.

 

            Recommendation: The Risk Assessment is brought back to the next meeting for ratification.

 

F.126   APPOINTMENT OF INTERNAL AUDITOR FOR 2014/2015:

 

            The Chairman spoke about the current Internal Auditor, Maurice Howard, and recommended that he be re-appointed for 2014/2015.  Agreed.

 

            Recommendation: Maurice Howard is re-appointed for 2014/2015.

 

F.127   RECREATION GROUND RE-DEVELOPMENT – REPORT FROM COUNCILLOR STEADY:

           

            This item was discussed under item F.124.

 

F.128   FUNDING FOR WWI COMMEMORATIONS:

 

            The Chairman briefed members about the WW1 commemorations the Brightlingsea in Bloom team are looking to display.  After discussion it was agreed to ask Val Gilders how much financial help they are looking for, what is involved, and ask them to fill out a grant form.

 

            Recommendation:  Val Gilders is contacted to find out how much financial help they are looking for, what is involved, and ask them to fill out a grant form.

 

F.129   NEW MEMBERS’ CODE OF CONDUCT:

 

A copy of the New Members’ Code of Conduct, as adopted by Tendring district Council had been copied to all members.  After discussion it was agreed to bring this item back to the next finance meeting for ratification.  It was also agreed that the Town Clerk  would attend the Code of Conduct for Councillors meeting at the EALC on the 20th March.

 

Recommendation: The New Members’ Code of Conduct, as adopted by Tendring district Council is brought back to the next Finance Meeting for ratification.  The Town Clerk attends the code of Conduct for Councillors meeting at the EALC on the 20th March.

 

Councillor J Chapman briefed the meeting that Guy Thompson of Prettys Solicitors is leaving at the end of the month.  A discussion took place and it was agreed to ask Guy for further details about his new company, does he have access to the full range of services, costs, terms of reference etc.  Also agreed to check the current contract held with both Prettys and Fenn Wright.

 

            Recommendation: Ask Guy Thompson for further details about his new company, and whether he will have access to the full range of services, costs, terms of reference etc.  Also check the current contract held with both Prettys and Fenn Wright.

 

F.130   CLOSE OF MEETING:

 

There being no further business, the meeting closed at 8.33 pm.
