Minutes of the Meeting held at the Parish Hall, Victoria Place, Brightlingsea

on Thursday 5th December 2019 at 7.30 pm

In the absence of a Chairman, the Town Clerk opened the meeting.

F.039 TO ELECT A CHAIRMAN FOR THE MEETING:

Councillor Barry nominated Councillor Steady as Chairman for the meeting.  Seconded by Councillor Carr.  Agreed.

Councillor Steady mentioned that this is the first meeting since the death of Councillor Block, and a tribute will be made at the next full Council meeting.

F.040 APOLOGIES FOR ABSENCE:  Councillor Beckett and Howard.

F.041   CONFIRMATION OF THE MINUTES OF THE MEETING HELD ON THE 14TH NOVEMBER 2019, RECEIVED BY COUNCIL ON THE 21ST NOVEMBER 2019:

The Minutes were accepted as a true record.

F.042 DECLARATION OF DISCLOSABLE PECUNIARY INTERESTS:

Members were reminded of the requirement to disclose any interest in relation to items on the agenda, when these are discussed. 

F.043 2020/2021 BUDGETS:

A copy of the draft budgets had been circulated to all members.  The Chairman briefed members that at the last meeting it was agreed that a budget would be produced showing a 3.5%, 4%, 4.5% and 5% increase on the precept.  This equates to the following:-

A discussion took place on what schemes/projects would be included for delivery in the 2020/2021 budgets.  These included:- skate park; operation quasar; heritage pier; extension to the environmental policy; town centre projects, the town plan, staff salaries.  On this basis it was then proposed by Councillor Carr, seconded by Councillor Barry that the increase would be 5%, which equates to a precept amount of £181,365, which is an increase of £2.67 per year for a Band D property.

Councillor Smith then proposed an increase of 3.5%, which equates to a precept amount of £178,774, which is an increase of £1.77 per year for a Band D property.   This proposal was not seconded, and fell. 

The substantive motion was then voted on:- For: 3, Against: 1.  Agreed.

A discussion took place concerning projects which has been delivered.  Councillor Barry highlighted the significant investment which the Town Council had put into the Lido. Whilst the statutory and discretionary grants were to be kept at last years level, more information will be requested from the groups involved, and this would be reviewed on an ongoing basis.

Councillor Steady then proposed that the budgets presented be agreed, for the year 2020/2021.  Seconded by Councillor Carr.  Agreed.

Recommendation: The Budgets be agreed for 2020/2021, and the precept would be increased by 5%, which equates to £181,365, which is an increase of £2.67 per year for a Band D property.
