Minutes of the on-line Finance & Property Meeting held on

Thursday 10th September 2020 at 6.30 p.m.

F.023 APOLOGIES FOR ABSENCE:  None received.

F.024   CONFIRMATION OF THE MINUTES OF THE MEETING HELD ON THE 13TH JULY 2020, RECEIVED BY COUNCIL ON THE 16TH JULY 2020:

The Minutes were accepted as a true record.

F.025 DECLARATION OF DISCLOSABLE PECUNIARY INTERESTS:

Members were reminded of the requirement to disclose any interest in relation to items on the agenda, when these are discussed.

F.026 SPECIAL EXPENSES 2021/2022:

A copy of the Special Expenses spread sheet for 2021/2022, from Tendring District Council, had been circulated to all members.  After discussion it was agreed that the following items would be added:

Commons and Commons Pasture – Power to take steps to protect un-claimed common land against unlawful interference

Entertainment and the Arts – Provision to entertainment and the support of the arts

Litter – Provision of litter bins

Open Spaces – Power to acquire open space and undertake its care management and control

It was also agreed that Councillor Carr, together with Councillors Chapman, Steady and the Town Clerk, would go through the spread sheet to ensure no items have been omitted.

Recommendation: (1 ) The following items would be added to the Special Expenses spread sheet for 2021/2022:

Commons and Commons Pasture – Power to take steps to protect un-claimed common land against unlawful interference

Entertainment and the Arts – Provision to entertainment and the support of the arts

Litter – Provision of litter bins

Open Spaces – Power to acquire open space and undertake its care management and control

(2) Councillor Carr, together with Councillors Chapman, Steady and the Town Clerk, would go through the spread sheet to ensure no items have been omitted.

F.027 BEACH HUT RENT:

A copy of an e-mail, from a local resident, requesting a reduction in their beach hut rent, due to Covid-19, had been circulated to all members.  After discussion it was agreed that no reduction in rent would be given, however a payment plan would be offered.

Recommendation: No reduction in beach hut rent would be given, however a payment plan would be offered.

Before the next item was discussed, the following Councillors declared the following interests:

Councillor Chapman – Brightlingsea Bowls Club, YMCA, Carnival Association and the Royal British Legion;

Councillor Barry – Brightlingsea Cricket Club and Music Festival;

Councillor Howard – Autumn Centre;

Councillor Chasney – Regatta 

Councillor Beckett – Churchyard and Royal British Legion.

F.028 GRANT FUNDING 2020/2021:

To consider (a) Discretionary grants for 2020/2021 to the Brightlingsea Bowling Club and the Brightlingsea Cricket Club and (b) Standing Annual Grants for 2020/2021:

Discretionary Grants 2020/2021

A copy of e-mails received from the Bowling Club and the Cricket Club had been circulated to all members.  After discussion it was agreed that (1) Brightlingsea Bowling Club would be offered a grant of £500.00 and (2) Brightlingsea Cricket Club – Councillor Barry would liaise with the Cricket Club over the proposed schedule of works, and how the Council can assist with possible funding.

Standing Annual Grants 2020/2021

A discussion took place and it was agreed that (1) all those in receipt of a grant to provide a copy of their accounts, audited by an independent auditor.

A discussion also took place on the amounts for the 2020/2021 Standing Annual Grants, and it was agreed that:-

  • All Saints Churchyard –  To be paid in full
  • Brightlingsea in Bloom – To be paid in full
  • Music Festival – Reduced amount to be paid
  • Brightlingsea Harbour Commissioners – To be paid in full
  • Brightlingsea Museum – To be paid in full
  • Royal British Legion – To be paid in full
  • Family Support – Reduced amount of £1,000 to be paid now, with the stipulation that if the luncheon club restarts the remainder of the grant is  paid
  • YMCA – To be paid in full
  • Carnival – To be written to asking if the grant is required for 2020/2021
  • Regatta – To be written to asking if the grant is required for 2020/2021

F.029 CCTV EQUIPMENT FOR THE BAYARD RECREATION GROUND:

Two quotations (reference numbers 2728 and 2728b) from Homeview Surveillance Ltd for the CCTV work on the Bayard Recreation Ground, had been circulated to all members.  After discussion it was agreed to accept these quotations.

Recommendation: Quotation Numbers 2728 and 2728b are accepted. 

F.030 TO DISCUSS THE CAPEX 5 YEAR PLAN:

A copy of the Capex 5 Year Plan had been circulated to all members.  After discussion it was agreed that:- (1) Councillor Carr to update the plan to include the skate park at £100,000; (2) Councillors Howard and Chasney to create a ‘pitch’ document for both the playground and skate park, to enable Councillor Chapman to make an appointment with Officers at Tendring District Council for a funding application; (3) A working party is formed to work on a Brightlingsea  Neighbourhood Plan; (4) Brightlingsea Town Council’s Archivist to look at the land asset registry and marry up all Town Council controlled assets with maps, plans and registered documentary evidence.
