Minutes of the Meeting held at the Parish Hall, Victoria Place, Brightlingsea

on Thursday 6th February 2020 at 6.30 pm

F.045 APOLOGIES FOR ABSENCE:  None received..

F.046   CONFIRMATION OF THE MINUTES OF THE MEETING HELD ON THE 5TH DECEMBER 2019, RECEIVED BY COUNCIL ON THE 12TH DECEMBER 2019:

The Minutes were accepted as a true record.

F.046 DECLARATION OF DISCLOSABLE PECUNIARY INTERESTS:

Members were reminded of the requirement to disclose any interest in relation to items on the agenda, when these are discussed.

Councillor Beckett declared an interest in the Churchyard, when it is to be discussed.

F.047 2019/2020 and 2020/2021 BUDGETS:

A copy of draft budgets and bank account reconciliation sheet had been circulated to all members.  Councillor Steady briefed members on the possible income streams  which were due.  A discussion took place.

Councillor Smith mentioned that included in the Environmental Policy, this council have agreed to look into the cost of an electric charger for electric cars and there are grants available for this.  Councillor Chapman said that she had contacted Tendring District Council about the possibility of an electric charging point in Tower Street car park, and she would keep Councillor Smith updated on progress.

Councillor Barry updated members on the figures for the Lido, and said that they had received a grant for £3,500 for a changing bench, and £11,000 towards the installation of a hoist on the side of the pool.

Councillor Howard informed members that the slide at the Promenade had been removed and is in need of replacement.

Councillor Carr mentioned that the Harbour Commissioners have agreed that the ferry seed funding was valued by them, but the amount could now be reviewed.

Members Allowances – It was agreed that members allowances would be paid in the March of that financial year.

Councillor Carr proposed that this budget is received by Full Council.  Seconded by Councillor Barry.  Agreed.

Recommendation: (1) The updated budget is received  by Full Council; (2) Members Allowances are paid in the March of that financial year.

F.048 TOWN COUNCIL GRANTS:

A copy of the paper ‘Town Council Grants’ had been circulated to all members.

Councillor Barry declared an interest in the Music Festival.

Councillor Beckett declared an interest in the Churchyard and the Royal British Legion.

Councillor Howard declared an interest in the Autumn Centre.

Councillor Steady briefed members on all the Standing Annual Grants which the Town Council gives out each year.  A discussion took place.  It was then agreed that:- (1) Boat Show/Regatta – should only be called the Regatta; (2) Harbour/Ferry have agreed to reduce their standing grant to £200.00; (3) The Museum is given the excess money from the Harbour Commissioners grant, i.e. £861.00.

The Churchyard grant and agreement was discussed at length.  It was then agreed that Councillor Steady would attend a meeting with Councillor Howard and the Churchyard Committee to discuss both the grant and new agreement.

A paper from Councillor Chasney on the ‘copyright issue’ had been circulated to all members.  After discussion it was agreed that £100.00 sponsorship would be given towards a photographic exhibition, on the proviso that space is given to the Town Council at this exhibition.

F.049 OPERATION QUASAR:

A discussion took place on Operation Quasar.  It was then agreed that £2,500 be allocated towards a further round of Operation Quasar, subject to review.

Recommendation: £2,500 be allocated towards a further round of Operation Quasar, subject to review.

F.050 CLOSE OF MEETING:

There being no further business, the meeting closed at 7.29 pm.
