DRAFT MINUTES BRIGHTLINGSEA TOWN COUNCIL Minutes of the Planning Committee held at the Parish Hall, Victoria Place, Brightlingsea, Essex on Thursday 19th August 2010 at 6.30 p.m. Present: Substitute Members: Also in attendance: 570. APOLOGIES: Councillor Ian Block The Minutes of the 5th August 2010 are approved as a true record of the meeting. 572. DECLARATION OF PERSONAL & PREJUDICIAL INTERESTS: 573. PLANNING APPLICATIONS: The following applications had been received by Tendring District Council: 10/00872/FUL Mr & Mrs S Elsey, Land off Eastern Road, Brightlingsea – Erection of three houses (one pair of three bed semi detached and one four bed detached) with associated garages and parking. It would appear that direct overlooking of the playground has been covered but nonetheless the playground remains far too close to the garden of the proposed dwelling even if it is a few meters away from the dwelling itself making the safety of children an unnecessary potential risk. The statement claims that with the change from a business use of 180 traffic movements a week a domestic use would probably by half that. We feel that is unrealistic and would expect traffic movements in excess of 230 based on the number of available parking spaces, but also at any time of the day including school opening and closing time which has not happened while Mr Elsey has been running his business. We think the uncertainty of both the quantity of traffic movements and the unrestricted times of traffic movements make this proposal a high risk for safety with regards to primary school children. Notwithstanding the policies in the 2007 District Plan (which now needs updating) this is a cramped back-land development with a private drive leading to a long single track school drive to the highway not too dissimilar to a recent application that has been refused. In summary this development is undesirably close to an infant school playground, overdevelopment with regard to existing properties and compromises the safety of school children in and around the schools particularly at opening and closing time. 10/00895/FUL Mrs Burgess, 60 North Road, Brightlingsea – Proposed conservatory. 10/00835/FUL Mr D Osborne, 20 Samsons Road, Brightlingsea – A single storey lounge extension with pitched roof (incorporating a vestibule and porch with a flat roof). Councillor J Chapman declared a personal interest in the following item 10/00861/FUL Mr & Mrs J & O Keefe & Werngren, Adjacent 43 Nelson Street, Brightlingsea – Demolition of garages. Construction of new detached 2 storey, 3 bedroom house. 10/00900/FUL Capt & Mrs Hodgkinson, 2 Bayard Avenue, Brightlingsea – Proposed two storey and single storey extensions to form playroom, living room, bedroom and en-suites. 10/00915/TPO Mr S Johnson, Plough House, Lower Farm Lane, Brightlingsea – T1 – Walnut – reduce to maximum of 2.5 metres from house.
