BRIGHTLINGSEA TOWN COUNCIL Minutes of the Council Meeting held at The Parish Hall, Victoria Place, Brightlingsea on: Thursday 18th February 2010 at 7.30 p.m. In attendance: 168. TO APPROVE THE MINUTES OF THE MEETING HELD ON 21ST JANUARY 2010 AND CONFIRM AS A CORRECT RECORD: The Minutes were accepted as a true record. 169. MAYOR’S ANNOUNCEMENTS: A copy of the Mayor’s Announcements is annexed to the Minutes. 170. QUESTIONS UNDER SO 10(2): None received. 171. DECLARATION OF PERSONAL AND PREJUDICIAL INTERESTS: The Mayor reminded Members to declare interests when necessary. 172. TO RECEIVE AND APPROVE THE RECOMMENDATIONS OF THOSE MEMBERS EXAMINING THE ACCOUNTS FOR THE CURRENT PERIOD: General Account Cheque No’s 704505 – 704526 in the sum of £18,844.15 for payment 173. COUNTY COUNCILLOR ROBINSON: County Councillor Robinson reported on the following local issue: • Proposed waiting restrictions – ECC have contacted Tracey about this, who in turn is liaising with Cllr Aldridge. Councillors then asked County Councillor Robinson many questions regarding, pot holes, and the town centre parking. 174. TO RECEIVE QUESTIONS FROM THE PUBLIC: A copy of the Questions from the Public is annexed to the Minutes. 175. TO RECEIVE THE MINUTES OF THE PLANNING MEETINGS HELD ON 21ST JANUARY AND 4TH FEBRUARY 2010 AND TO NOTE PLANNING DECISIONS OF TENDRING DISTRICT COUNCIL: 176. TO RECEIVE REPORTS SUBMITTED FROM MEMBERS WITH SPECIAL RESPONSIBILITIES: Cllr Aldridge – Am looking at two possible sites for a new bus shelter, one being the Strangers Corner Bus Stop. The Mayor replied that this is a very well used stop. Community Parking Initiative – We have had an article in the Parking Review, and the scheme has been pout forward for the British Parking Awards – the living streets award and parking in the community award. This event is on the 12th March 2010. Cllr Beckwith – The 4-Youth Mosaic Project is well under way. Colchester Tile Centre has supported this project, and the mosaics will be screwed to the wall below the windows. Splash Day – 4 Youth have held a further three meetings, all councillors have been invited, but have been unable to attend. Adrian Simcock has put a lot of work into organising this day. Working with Essex County Council and Trading Standards to make certain areas ‘No Cold Calling’. Stickers will be made available. Cllr Holding – If anyone is walking in the Ardleigh area where some footpaths have been closed, please be careful. Cllr Russell – There is a Big Lottery Briefing next week, if anyone would like to attend, please let me know. The Grass Roots Programme closes on the 14th April. Cllr Yallop – Cllr Holding, Tracey Pulford and I will be attending the Tourism & Leisure Show next week, to promote the Town and the web-site. Brightlingsea was on the Television last Sunday on Countryfile. No reports were submitted. 179. TO RECEIVE THE SECRETARY’S REPORT: The following was agreed: Cllrs J Chapman and I Block both declared a personal interest in the following item: Cllr Yallop declared a prejudicial interest in the following item, and left the room whilst a discussion took place. 180. PART ‘B’ MOTION TO EXCLUDE THE PUBLIC IN ACCORDANCE WITH SECTION 100a (4) OF THE LOCAL GOVERNMENT ACT 1972 – TO DISCUSS THE FOLLOWING: |
